Sarah Javier

Chief Executive Officer

An experienced nonprofit leader, fundraiser, and advocate, Sarah Javier joined the APA in 2016 to follow her lifelong passion for helping animals and strengthening communities. She holds a master's in public policy administration from the University of Missouri - St. Louis and leads with a focus on compassionate care, equity, and innovation.

Sarah serves on the Board and DEI Council of The Association for Animal Welfare Advancement and promotes animal welfare throughout the region as the Board President of the Coalition for Pet Progress. She was named one of St. Louis' Most Influential Business Women in 2023, received UMSL's Public Policy Administration Distinguished Alumni Award in 2024 for her work in public affairs and civic engagement, and was recognized as a Titan 100 CEO in 2025 and 2026.

Kim Brown

Chief Operations Officer

Before joining the APA, Kim Brown spent five years working in animal welfare and eight years as a combat medic in the US Army Reserves. With a bachelor’s in human resource management and a master’s in non-profit administration, she’s well equipped to grow the APA and draws constant inspiration from the power of animal companionship.

Kim is a Certified Animal Welfare Administrator (CAWA) which recognizes experienced and knowledgeable professionals committed to high standards and ethical practice in the field of animal welfare.

Terrie Case

Director of Finance

A longtime foster mom, dog owner, and pet-welfare volunteer, Terrie Case brings decades of financial know-how to the APA, alongside a passion for our work (and the Cardinals). She loves meeting the APA’s new animals and has a golden retriever at home.

Alex Levine Clardy

Director of Development

With 14 years of experience in fundraising and a passion for pets and people, Alex Levine-Clardy is dedicated to securing the resources needed to help the APA fulfill its mission. She is an avid animal lover and is excited to be part of an organization that unites and strengthens families through animal companionship. Alex lives in St. Louis City with her spouse and rescue dog, Ruthie Rosemary.

Danielle Kelly

Director of People and Culture

Danielle Kelly has always had a passion for helping people. After earning her master’s in social work, from Syracuse University, Danielle worked with victims of complex trauma in New York State. Once returning home to St. Louis, Danielle transitioned into human resources and spent five years in federal government and two in the technology industry. Danielle is so excited to join the APA as the Director of People and Culture and support our staff and the community.

Tammy Ludwig

Director of Animal Care

Tammy is a dedicated leader with over a decade of experience within our organization and nearly 20 years of involvement in the animal field. Through her guidance and unwavering passion, Tammy leaves an impact on the lives of animals and the community. Outside of her professional endeavors, Tammy has a dog named Flora who she adopted from the APA and a cat named Leonard.

Angela Mayo, DVM

Director of Veterinary Services

Dr. Mayo (Garcia) joined the APA team after feeling drawn to make a difference in the lives of shelter animals and the community. A Missouri native, she graduated from Mizzou’s College of Veterinary Medicine and spent time in small animal private practice in the St. Louis area prior.

Her areas of professional interest include preventative/wellness care and high-volume spay/neuter surgery. She enjoys spending time with family, friends, her pets, and traveling in her free time.

Megan Selck

Director of Philanthropic Engagement

Megan Selck is a nonprofit professional with a career dedicated to mission-driven work across healthcare, human services, and youth development. She holds a Bachelor of Arts from Elmhurst University and a Master of Arts from Gonzaga University.

Deeply committed to civic involvement, Megan serves on several boards and committees. Megan lives in Waterloo, Illinois, with her husband, two children, two dogs, and a horse. In her free time, she enjoys cooking, traveling, and reading.

Amber Webb

Director of Client Services

Amber is Certified Animal Welfare Administrator (CAWA) with over 15 years of dedicated experience in the field. Her passion for animals extends to her own home where she cares for three dogs, one cat, and a flock of 20 chickens. Additionally, she is an avid beekeeper. She has a passion for nurturing hives that contribute to environmental conservation and sustainable practices.
